Translated to mean the People's Pact, the Pakatan Rakyat was formed on April 1st 2008. This would be the opposition party's answer to the national front of the ruling government, Barisan Nasional (BN). The PR is formed after the 12th Malaysian general elections in March 8th 2008 of which various opposition parties won their seat which saw the BN losing their two third majority. Formed by the three most influential opposition parties which are DAP (Democratic Action Party), PKR (Parti Keadlian Rakyat) and PAS (Pan-Malaysian Islamic Party), the PR is led by all the three components and is pledge to uphold the rights and interest of the people. As the opposition captured 5 states during the elections which was won by different proportions from different parties, the coalition meant that the states are now known as Pakatan Rakyat State governments. Based on the concept of Barisan Rakyat which was first envisioned during the election campaign formed by 5 political parties, the concept was initially conceived by Haris Ibrahim, a human-rights lawyer and avid blogger. His idea circled around upholding egalitarian, transparent and responsible governance in service of the people. With the results of elections favouring much of the opposition parties, of which they won 5 states and more than one third of the federal government, the leaders of the three main opposition parties decided that a ruling party would be necessary. This would then give them the upper hand in management as well as being able to streamline the alliance, with which the Pakatan Rakyat was put forward. The concept of the PR although is similar to the BN differs in leadership. While BN is led by its president, PR establishes a Leadership Council, which are seated by the three leaders of the parties. The Joint Secretariat, of which are also equally represented will be responsible to develop the framework fo the PR, which will then be approved by the Leadership Council. This nature is such as the PR practices a consensus-based approach. The Pakatan Rakyat, consisting of the three main parties would have an equal representation in the coalition.
